PhonePe launches UPI payment for feature phones without internet

PhonePe has launched a new service that allows UPI payments on feature phones without internet. This move targets millions of users in rural areas to boost digital banking across India.

Fintech giant PhonePe has launched 'PhonePe UPI 123Pay', a new service designed for feature phone users. This service allows people to make UPI transactions even if they do not have an internet connection. By doing this, PhonePe has become the first major Third-Party Application Provider (TPAP—companies like PhonePe or Google Pay that provide UPI services) to reach the massive feature phone market. There are currently over 200 million feature phone users in India who do not use smartphones.

The system works on a special SMS-based technology. This ensures that payments are reliable even in areas where only 2G network signals are available. PhonePe is not doing this alone; they have partnered with famous mobile phone makers like Nokia, HMD, Lava, and Itel. These companies will sell new phones that already have this UPI service installed, making it very easy for rural customers to start using digital money immediately.

Sameer Nigam, the CEO of PhonePe, stated that the goal is to bring the 'next 300 million users' into the digital banking system. This is a big step for financial inclusion (providing banking services to everyone at an affordable cost). Until now, UPI was mostly for people with expensive smartphones and data plans. Now, even a basic mobile phone user in a remote village can send or receive money safely.

For bank officers, this means a likely increase in small-value transactions from rural customers. The platform supports Peer-to-Peer (P2P—sending money to friends or family) and Peer-to-Merchant (P2M—paying at a shop) transfers. If the feature phone has a camera, the user can even scan QR codes at shops. Users can also check their bank account balances and see their transaction history directly on their basic handsets.

To help people who are not comfortable with technology, PhonePe has added a voice-first AI helpline. This assistant guides new users through the activation process in English and 12 different Indian languages. This is very helpful for bank staff because it reduces the time spent explaining how to set up UPI to new customers at the branch counters.

PhonePe plans to add more features soon, such as utility bill payments, mobile recharges, and Aadhaar-based onboarding (registering for a service using your Aadhaar card). As of July 2026, PhonePe has over 71.5 crore registered users and 5 crore merchants. This new launch will likely increase these numbers significantly, putting more pressure on bank servers to handle high volumes of small UPI hits.

In the coming months, bank aspirants should watch how this affects the digital payment landscape. If this technology succeeds, it could replace cash in the deepest parts of rural India. Bankers should be prepared for more queries regarding UPI 123Pay as feature phone users start linking their bank accounts to their basic handsets for the first time.
